RiaRama Hair Bundle Manufacturing and Compliance Process – CUSMA Friendly
This document outlines the steps in manufacturing and compliance, demonstrating Canadian-origin qualification under CUSMA for U.S. Customs review.
Stage 1 – Weaving / Wefting (Substantial Transformation)
- Loose human hair bundles are imported from source countries (e.g., Brazil, India).
- The hair is processed, wefted, and woven into extensions at our Canadian manufacturing facility.
- This manufacturing step constitutes substantial transformation, creating a new and distinct commercial article classified as hair extensions.
Stage 2 – UV Sterilization with BACTIBLAST (Sanitary Compliance)
- All hair extensions undergo controlled UV-C sterilization using the BACTIBLAST UV Sterilizer.
- This procedure ensures the product is disinfected and compliant with Canadian and U.S. sanitary and health standards.
- This sterilization step is considered part of the manufacturing process qualifying the product as Canadian-origin under CUSMA rules of origin.
Stage 3 – Packaging Disinfection (Export-Ready Compliance)
- Hair extensions are packaged in sealed, retail-ready bags at the Canadian facility.
- Each retail package undergoes UV disinfection using the Cenroelon Portable UV Lamp (3W handheld) prior to final sealing.
- This ensures packaging is free from contaminants and ready for export, aligning with U.S. import hygiene and product safety requirements.
Compliance Statement: The above process establishes that RiaRama hair bundles are substantially transformed in Canada, undergo sanitary sterilization, and are packaged under hygienic conditions. Accordingly, the finished product qualifies as Canadian-origin for preferential tariff treatment under CUSMA.
